That looks like an Onyx from 1989.
Could it be Bertrand Gachot?

I haven't got the slightest clue on track and stuff though. So here it goes:

Canadian Grand Prix.
First to retire, Gachot's team mate Stefan Johansson. Why? Because he's Swedish.

Netoz got really close there, change the year when this picture is taken and you will find the right answers. ;)
