Hm.. bug or should be like that? :P

I've noticed that topics where I can't reply are topics in "Announcements" thread. - Those which are with 0 replys. I understand that that is Announcements - so for admins, but those threads are NOT LOCKED. Should it anyway be like that? (That I can't reply to them)

Yup, that's normal. But probably it should be locked to avoid confusion :)

I thought so after checked other topics with 0 replies. Maybe you'd really better lock them.
