Since when does the FIA decide on the ChampCar schedule?

The FIA gets final decision on Champ Car races.

Mostly so that F1 and Champ Car don't conflict with each other. Champ Cars race in China for 2007 was canceled because it fell to close to the Chinese GP

That's interesting. But the ChampCar series is not governed by the FIA, is it?

No Champ Car governs itself. But upon further research I've learned that all international racing schedules must be approved by the FIA.

So previously when Champ Car stayed in NA only, they didn't need approval.

LOL , everybody has been saying that over the past few days. And what's also weird is that I think the same thing before I read your posts

I think I've heard something about drivers risking their FIA license if they run races that aren't approved with FIA. And I guess no one with any sort of ambition of "making it" would want to lose their license.

But I may very well be absolutely wrong about this.
